The Council is aware that Mayor Williams has received the Small Area
Plan
for Takoma, D.C. and that he is going to submit a resolution for this
to be
adopted by the Council. The Mayor does not have a statutory period when
he
must submit resolutions to the Council, after he receives them from his
agencies. Once he transmits the document, Chairman Linda Cropp will
introduce the resolution (as she does with all legislation or resolutions
that come from the Mayor).
Since this is a planning matter, Chairman Cropp, who chairs the Council's
Committee of the Whole, which also has oversight over the Office of
Planning, will have the responsibility for moving the legislation before
the
full Council. Council rules provide that all permanent legislation must
have a hearing before being moved through the Council. However, the rules
do not require a hearing on resolutions and contracts, which are considered
by the Council.
That being said, I did inquire of Chairman Cropp whether she was, or
was
not, inclined to have a hearing on the Small Area Plan for Takoma, D.C.
She
advised me that she usually wants to hear from the community on issues
of
importance to them and likely would schedule a hearing once the resolution
transmitting the SAP is received by the Council.
I will keep you updated of the status of any further information concerning
the above.
