A PROPOSED RESOLUTION

IN THE COUNCIL OF THE DISTRICT OF COLUMBIA
Chairman Linda W. Cropp introduced the following resolution which as referred to the
Committee on _______________________.
To transmit the proposed Takoma Central District small area action plan to the Council
for review.
RESOLVED BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this resolution may be cited as the "Takoma Central District Plan Approval Resolution of 2002."
Sec. 2. Pursuant to § 4 (c) (4) of the District of Columbia Comprehensive Plan Act of 1984 Land Use Element Amendment Act of 1984 (Act), effective March 16, 1985 (D.C. Law 5-187; D. C. Official Code § 1-301.64 (c) (4)), the Mayor transmitted to the Council the proposed Takoma Central District Plan (Plan).
Sec 3. The Council finds that:
(1) The Takoma Central District is located in the northeast portion of Ward 4, and is generally defined by Chestnut Street to the north, Eastern Avenue to the east, 4th and 5th Streets to the west and Aspen and Laurel Streets to the south.
(2) The Plan was initiated in June 2000 by the Office of Planning after the announcement of the disposition of the Washington Metropolitan Area Transit Authority property at the Takoma Metro Station and growing development interest in the Takoma community.
(3) The purpose of the Plan, which is the product of an 18-month planning process, is to engage Takoma residents and stakeholders in a community participation process to establish a vision for future development and preservation opportunities toward the revitalization of the entire commercial district.
(4) The Plan uses specific land use analysis to incorporate the broadest range of planning techniques and practical solutions to achieve the Districts goals and objectives.
(5) The Plan details several critical revitalization components that frame significant issues and strategies for renewal of the area. These components include historic preservation, market economics, land use, transportation and urban design.
(6) The Plan defines near and mid-term strategies for revitalization and articulates broad development goals, urban design guidelines and priority actions necessary to encourage and facilitate reinvestment in the Takoma Central District.
(7) Once approved, the Takoma Central District Plan will provide supplemental guidance to the Zoning Commission and other District agencies in carrying out the policies of the District of Columbia Comprehensive Plan.
Sec. 4. The Plan is approved as submitted.
Sec. 5. The Council adopts the fiscal impact statement in the committee report as the fiscal impact statement required by section 602 (c) (3) of the District of Columbia Home Rule Act, approved December 24, 1973 (87 Stat. 813; D.C. Official Code § 1-206.02 (c) (3)).
Sec. 6. This resolution shall take effect immediately.
